Biographical Information
Dr. George Sithole graduated with a BSc. Honours degree in Surveying from the University of Zimbabwe in 1992. He immediately entered the surveying industry and registered as a land surveyor in training with the Council of Land Surveyors of Zimbabwe. In 1994 he recieved his licence to practice as a Professional Land Surveyor. In 1996 he enrolled at ITC (Enschede-Netherlands) and at the end of 1997 received an MSc. degree in Integrated Geoinformation and Map production.
In 1998 Dr. Sithole returned to the University of Zimbabwe as a Lecturer and stayed there until 2001. During this period he also practiced as Land Surveyor. In 2001 he joined the Technical University of Delft and earned his Doctorate in 2005. In 2005 he rejoined the University of Zimbabwe as a Lecturer. in June 2006, Dr. Sithole joined the Division of Geomatics as a senior lecturer.
Research Interests
Dr. Sithole's interests are in the areas of Laser Altimetry, Photogrammetry, Computing and 3D reconstruction.

Biographical Information
Dr Julian Smit completed his BSc (survey) degree at UCT in 1993 and continued with postgraduate studies at the same university under the supervision of Prof. Heinz Rüther. His research involved the application of digital photogrammetric mapping technologies in deep level mining. In 1997 he graduated with a PhD having submitted a thesis entitled “Three Dimensional Measurement of Textured Surfaces using Digital Photogrammetric Techniques”.
In 1998 Dr Smit left academia and took up the management of an aerial survey company, specialising in photogrammetric map production and Geographic Information Systems (GIS). During the course of 2003, together with Prof. Heinz Rüther and Dr Graeme van der Vlugt, he started a photogrammetry, remote sensing and GIS company specialising in environmental and land management (see information in that regard at Afrimapgis ).
Dr Smit joined the Division of Geomatics in January 2006 as a senior lecturer. His research interests are in the application of GIS, Remote Sensing and Photogrammetric technologies in the area of environmental and land management.
Dr Smit is a member of GISSA and the Western Cape GIS Standards Generating Body. He is also currently seeking professional registration with PLATO.

Doctoral research was conducted in the field of Land Tenure and Cadastral Systems with a thesis entitled Fiscal Cadastral Reform: A Case Study of the GV2000 Project of the City of Cape Town. To guide policy and practice in complex situations, this research in the area of fiscal cadastral reform focuses on formulating an appropriate framework for reform, with CAMA as a primary element. This research identifies a suitable theoretical and methodological framework for fiscal cadastral systems reform. This framework is informed by theory which is tested in application on the case study of the GV2000 Project and thereafter inductively extended. The main contributions of the research are in the exploration of an appropriate philosophical paradigm for fiscal cadastral systems research, the application of social systems theory in the consideration of the processes of property valuation and taxation as sub-systems of a fiscal cadastral system, which in itself is part of a larger whole (the cadastral system), and in the development of a methodological framework for fiscal cadastral systems reform. The findings of this research are that critical realism is a suitable theoretical basis for research in fiscal cadastral systems, that a social systems approach facilitates a holistic investigating including both the natural and social aspects of the system, that a pluralist multimethodological approach accommodates both positivist and interpretivist approaches and facilitates the identification of a suite of suitable and complementary tools for research and analysis of cases of fiscal cadastral systems reform. A further research outcome is the inductive extension of what are understood to be “best practices” in property valuation and taxation to an integrated, social systems, strategic framework for reform of fiscal cadastral systems.

Theoretical research - cadastral systems in general
Extension of theory developed in PhD work to application in cadastral systems in general. In particular the adoption of a critical realist (critical realism, critical thinking) approach.
Juridical and integrated cadastral systems
Urban Informal Settlements: Upgrading and flexible land tenure systems: Land holding by the poor in the urban context is a particular issue requiring research and development of practical tools.
Africa Centre for Cities (ACC): My involvement will be in the specialist areas of land surveying, transfer and ownership processes, land tenure issues and options, and property valuation and taxation.
Land Tenure and Sustainability: Informality in property registration and transfer – development of an integrated socio-technical process (tool) for reformalizing the informal.
Sea shore cadastral issues - reducing the property ownership/rights uncertainty at the land-sea interface
Land Restitution - tracking cases of land restitution with a view to informing methods, structures and processes
Fiscal Cadastres – CAMA systems
Computer assisted mass appraisal (CAMA) of land values has many advantages. Research in modelling the value of landed property and measuring performance of such systems is ongoing. PhD work focussed on the GV2000 at the City of Cape Town, and this is currently in the process of being published in journal papers.

All students taken on under my supervision will be required to conduct coursework which will include a course in research methods. All students should be registered full-time for the duration of the research-based degree, unless their research project is to be conducted as part of the requirements of their work.
